Not enough information to know what the holdup really was. Did he file for SSI and have his retro withheld due to SSI offset? He may be terminally ill now but apparently wasn't when he filed or he'd have been dead a few years ago, if one uses the definition of terminally ill dying within 12 months. Glad he is getting his money but the story lacks too much information to have any idea why there was a holdup in getting paid correctly.
